  As of the October 1st reporting deadline, UCI no longer  usees the "Best Available Data Model" to fulfill
  its reporting obligations to the federal government under the Recovery Act.   UCI will report  the  actual data
  through the end of the current quarter for all data elements reported.  For each quarter, vendor data must be
  reported from the start date of the award through the end of the month in each calendar quarter (i.e., March, June,
  September and December). Please refer to question #8  in the FAQ's (http://www.research.uci.edu/ora/sp/arra_faq.htm)
  to learn more about UCI's reporting methodology. UCI will be using the Correction Period to make any necessary
  updates in order to comply with OMB guidance.

     If actual data is unavailable by the 5th day of the month, estimated data may be used 
  and the report SAVED in order to meet the submission deadline. If you are certain that the
  data is accurate, you may SUBMIT the report. If you SUBMIT at this time (by the 5th)
  the  Web Reporting Tool will not be reopened during the correction period.
  
     ForFor SAVED reports; Web Reporting Tool will reopen on the 8th of the reporting month
  through the 12th day of the reporting month so that estimated data may be updated with
  actual data. The report must be SUBMITTED by the 12th day of the reporting month.
