1.  Added spacing to margin area on sub-pages .
2. padding-left: 4px; on divHeader2
3. This added space between the dotted line and header in Column 2

To achieve blue hyperlinks did the following:

1.  Template - Added  whiteBkgd like this:

2. CoreStyles_uci-v4.0.css - Comment out in White Background Stuff section as follows

3.  Theme1.css - In Feature section, comment out padding as follows to prevent page being 'pushed down' in browser:

Rectified as follows:

1. Inspected Google Chrome 'elements;
2. Changed  the Style sheet for leftNav-v.5.0.css  as follows
   div.leftNav {
     clear: left;
     margin: 8px 0 ;  Changed this to 4px
     padding: 0 0;
     border: 0;
     background-color: transparent
3. This solution worked in Mozilla, IE, and Chrome
